Background
The centre was established in 1995 in support of Ministry of Agriculture in Govt. of India under Centre for Management Studies. The centre is for the increased thrust on reducing vulnerability of the state to different hazard and empowering the Government official of related Department to Disaster. The centre design and conduct training programmes for creating awareness among various level of officers of State Government, Public Undertakings, Civil Defence, School, College, NGOs, Volunteers etc.
Objectives
The Centre for Disaster Management, HCM RIPA is a focal point at the State level for
- Imparting training in the field of disaster prevention, mitigation, preparedness, response, relief, rehabilitation etc.
- Undertake research, studies, documentation and development of database.
- Organizing State Level/Regional Conferences/Workshops etc. in disaster management related aspects, and
- Actively liaisoning/coordination with the Department of Disaster Management and Relief, Rajasthan to facilitate discharges of the responsibilities given to the State Government under the Disaster Management Act, 2005.
The centre draws upon leading companies and expert in specific area i.e. disaster institutions in state and country and help to initiate projects to address specific needs. The centre further strives to establish strong links with similar institutions to enrich the repositions of best practices through continuous interaction and participation.
Activities
Within the broad framework of these objectives, the centre would take up the following types of activities:
Training
- Identification of training needs in the area of Disaster Management
- Design and conduct of training programmes
- Development reading material for Trainings
- Undertake study to see the pre-preparedness of Disaster Management in the Government
Seminar and Guest Lectures
The Centre would regularly hold guest lectures by eminent persons in the field. The Centre will also hold seminars/workshops on the focused subjects.
Database of Best Practices and Information Disseminations
Advisory group
An advisory group is constituted to help plan and to provide direction for the various activities of the Centre. In this group Government functionaries, expert, academicians and representatives from the private organizations working in the area of Disaster Management for preparedness, response, relief & rehabilitation. For capacity building by Department of Disaster Management, Relief and Civil Defence Government of Rajasthan, Jaipur and also by National Institute of Disaster Management, Ministry of Home, Government of India.
Funding
In financial year 2017-18 INR 110.00 lakh rupees was approved for capacity building by Department of Disaster Management, Relief and Civil Defence Government of Rajasthan, Jaipur (order no. F8(1)/DM & R/Training/2017/11852-57 dated 26.10.2017) (

Organizational Structure of the Centre
At present, the centre is headed by a Director General who is from Indian Administrative Service (IAS). Additional Director is ex-officio Joint Secretary to the Government (Training) Additional Director (Accounts) cum Registrar Centre for Management Studies and well qualified trained faculty in different discipline is the strength of the centre.
