Background

In the wake of the Community Development Programme, the Government of India established a chain of Orientation Training Centres to meet the training requirements of Community Development functionaries working at various levels of administration. It was in this series that this Institute (popularly known as OTC) was first started in October, 1958. In January, 1964 it was converted into a Tribal Orientation and Study Centre.

The Institute on being transferred to the State of Rajasthan in 1967, came to be known as the State Institute of Community Development and Panchayati Raj. On 1st December, 1982 this Institute was handed over to the Department of Personnel and Administrative Reforms and thereby it became a Campus of the Harish Chandra Mathur Rajasthan State Institute of Public Administration, Jaipur. Regional Training Centres exists in Bikaner, Jodhpur and Kota.

Keeping in line with the apex institute at Jaipur, the main aim of this institute is to contribute to the continuing improvement in the standards of public administration in Rajasthan so as to transform it into a more responsive and result oriented catalyst. To this end, the Institute strives to –

• Design and conduct training courses appropriate to the specific and identified needs of the administrators and the organisations that they serve;
• Assist the departments and agencies in finding solution to their organizational problems;
• Serve as forum for the interchange of ideas and experiences among scholars and practitioners of public administration
• Undertake research on various issues related to structures and process of administration as also on policies and programmes of rural development;
• Disseminate widely, through its publications, knowledge of current development in the vast field of public administration and rural development.

The Institute is presently organizing training programmes for government officials and non-official representatives along with the long duration prestigious Foundation Training Programmes for State Subordinate Services. It serves as a forum for a number of workshops and seminars of national repute. The different courses are taken care of by lecture method with a blend of participative approach. A variety of audio-visual equipment is being used to meet the needs of training.

Faculty and staff

HCM RIPA has a team of professional trainers with a blend of practitioners in government and academics in relevant disciplines. Presently the Institute is headed by Rajasthan Administrative Service Officer. One post is from Rajasthan Accounts Service – Joint Director. Academic discipline is represented by Associate Professor - Economics- also in-charge of Computer Training, and a Research Assistant(Retd.). A total 32 number of employees including the faculty members are posted in this Institute.

Training Material Development Cell

The Institute also has a Training Material Development Cell which prepares background papers, reading material, case studies and training monographs for the benefit of the staff and trainees. Besides, the library of the institute helps to meet the growing training and research needs.

Infrastructure Facilities

The infrastructural facilities comprise a Conference Hall, a Virtual Class Room, 4 Class Rooms & 1 Computer Lab. Arrangements for board and lodge are made in the Institute’s hostel known as Ádhikari Pravas’. There are 60 double bedded rooms out of which 40 rooms were constructed in 1962-64 and 15 rooms were constructed in 1986-87 and 5 rooms have been constructed recently.

Library

Presently the total number of books in the Library is 17275. Five National & Local Newspapers and 25 Magazines & Journals are available for the readers.

Computer Lab

The Institute has one Computer Lab equipped with 20 new I-core 5 computers for organizing training programmes related to MS Office, MS Excel, Power Point, Internet &   E-mail etc.

Other Facilities

The recreational facilities include badminton, volleyball, table tennis and number of other indoor games.

Centre for Management Studies (CMS)

The Centre for Management Studies (CMS) was founded in 1983 as an autonomous body (registered society) sponsored by various tate public sector undertakings, with the objective to promote the study of management systems through education, training, research and consultancy. It is managed by the Additional Director with Honorary Senior Fellow and Officer-in-Charge (CMS) to assist him. During the last three years, 75 training programmes have been conducted under the Centre for Management Studies with the major thrust areas as – Good Governance, Gender, Disaster Management, Management & Soft Skills, Administration and Rules, Right To Information Act, 2005, Goods & Services Tax, Induction Training Programme for different districts of Udaipur Division, etc.
